Public bug reported:

How to reproduce the bug:
  * Open control center
  * Go to "Power" section on the left sidebar.
  * Toggle this button: "Wi-Fi: Wi-Fi can be turned off to save power"

Expected behavior:
  * Wifi should no longer be turned off to save power.
  * Current wifi connection should stay on.

Observed behavior:
  * All wifi connections are immediately disabled, irrespective of how idle the
system is.

It looks like this button is toggling the wrong underlying setting.
