Title:
Bluetooth and Wi-Fi items in Power are worded ambiguously

Status in gnome-control-center:
  Unknown
Status in gnome-control-center package in Ubuntu:
  Triaged

Bug description:
  What happens:

Changing "Wi-Fi can be turned off to save power" to OFF disables Wi-
Fi. So there's impossible to have Wi-Fi enabled and Wi-Fi power saving
  disabled (see screencast).

Same thing with bluetooth. Checkboxes (swithes) disable and enable
each other in completely unpredictable way.

  What is expected to happen:

It should be possible to have wireless enabled and power saving
  disabled.

  Ubuntu 20.04
  gnome-control-center:
    Installed: 1:3.36.2-0ubuntu1
    Candidate: 1:3.36.2-0ubuntu1
