No low battery notification, shutdown without warning

Bug description:
After upgrading to ubuntu 16.04 system no longer notifies about low
battery and performs shutdown without warning.
And behaviour is not even by org.gnome.settings-daemon.plugins.power.*
settings.
time_policy is false, which should use percentage, but this is not
case.
