I think this is already covered by bug 1751954. Although the upstream

Title:
power management incorrect wifi & bluetooth power off handling
Status in gnome-control-center package in Ubuntu:
New
Bug description:
Releases: Ubuntu 20.04, Ubuntu 20.04.1
Hardware: HP ProBook 4540s
When in Power Management, there are 2 slider button options (my own
translation from Polish):
Enable Wifi power off for energy saving
Enable Bluetooth power off for energy saving
But they seem to be directly disabling these modules, instead of only
changing the power saving feature.
