I confirmed this is an upstream issue by testing the Google Chrome deb, which shows the same issue. I reported it as https://crbug.com/1126756 since that previous bug I mentioned is specifically for ChromeOS.

I'm using Focal with the default GNOME desktop and X11. I have not tried Chrome or Chromium deb packages.
