Title:
Font scaling not working correctly 20.04

Status in gnome-shell package in Ubuntu:
  Incomplete

Bug description:
During log in screen and after all text on desktop is enlarged. (no
  accessibility settings are turned on)

During log in, text scaling can be reset by turning on and off the
text scaling accessibility option, however scaling after login is
  still messed up.

After log in, manual reset of font scaling factor in gnome-tweak
  software is needed.

Settings are not saved after reboot.
