Thanks for reporting this issue and help making Ubuntu better.
With the upstream fix, that should be synced at some point and fix future
releases. In the meantime, it might help to update the strings in question on
https://translations.launchpad.net/ubuntu/groovy/+source/shotwell/+pots/shotwell/ru/+translate
.
I do believe new language packs are released at regular intervals so the fixed
translation would make it into 20.04.

Bug description:
Shotwell 0.30.10-0ubuntu0.1 distributed in Ubuntu 20.04.1 has broken
russian localization.
In ru.po file all translated date templates are invalid, %е (russian
letter "Е") is used instead of %e (english "E"). All dates in Shotwell
are incorrectly spelled, like 'Пн %е января 2020'.
The fix has been released upstream:
