Ok, appears to be fixed in Hirsute.
There's a brief period that the 2x sized window "wiggles" to the correct
size.

System setup:
- 4K screen with 200% scale factor.
- System up to date with focal-proposed.
Reproduce steps:
1. Idle or suspend the system.
2. Wake up the system and unlock the screen.
3. Window 200% sized.
