I've just tested this on my 20.10 desktop, and I can confirm that
acute+C results in an accented c <ć>, but not just in the chromium snap,
in every application, including non-snap ones.
So I'm wondering whether there's some special configuration on your
machine that enables the acute+C => ç ?

Bug description:
I've been facing a really strange bug in Ubuntu 20.04. My laptop has
Brazilian Portuguese layout (ABNT-2) but my external keyboard has a US
layout. So, in order to get a cedilla sign <ç> on those keyboards, I
have to change layout to US International with Dead Keys and use an
acute accent plus C <'+c>.
Everything works fine unless inside the Chromium (installed from
snap). In this case I get an accented c <ć>. So, I don't have a way to
get a ç inside chrome, which is used in Portuguese. I'm using chromium
from stable channel.
