The scale setting is only locked in integer mode, they can be
independently adjusted if "Fractional Scaling" is selected.

  integer scaling is locked between multiple monitors

Status in gnome-control-center package in Ubuntu:
  New

Bug description:
  If you have 2 monitors with different dpi, you may want different
  scaling.

  I am trying to set one monitor at 200% and another at 100% scaling.

  when I try to select a scale for one monitor, it updates the scale for
  the other monitor as well.

  This is not ideal.
