I have restored my clonezilla backup of 18.04 as I also have an issue 
with deja-dup not working after the upgrade (reported as a separate 
bug). I needed to get back to work urgently and didn't have time to try 
your suggestion.

As a side, I see that icons are missing for certain locales, could this 
be related?

Bug description:
  Upgraded 18.04 to 20.04 using 'do-release-upgrade'. I now have a
  missing icon for gnome disks. I have reinstalled adwaita icons and
  brisk menu, to no avail.
