I updated  GNOME Shell and Mutter for the latest version, 3.38.2 and the
problem has gone.

  Games don't go full screen correctly with newer version of libmutter

Bug description:
  Some games (I tried using Portal and Tomb Raider 2013, both native
  games) don't go full screen correctly (even configured for it). I
  tracked down the problem to a regression on package libmutter-7-0. The
  problem occurs with latest version, 3.38.1-2ubuntu1, but when I
  downgrade the package (and also the package gir1.2-mutter-7) to
  3.38.1-1ubuntu1 the gomes went full screen normally.

  I'm using Ubuntu 20.10.
