Manfred, in your handlers.json the action for application/pdf is 2,
which corresponds to "Always Ask". Is it not what happens when you open
a PDF file from within firefox? Or is it that the behaviour differs when
it is a local file vs a distant resource?

Expecting:
Changing the Firefox PDF setting from "Open in Firefox" to "Use system
default application" leads to opening pdf resources with evince.
What happend instead:
pdf resources are opend inside firefox with internal viewer
