I didn't realize Ubuntu had switched to gnome-shell-extension-desktop-
icons-ng while I was away, but it's disabled by default after upgrades.
So yes "Open in Terminal" does exist there.
It still makes no sense for the case without extensions (gnome-shell
task) because there is no context to be opened in a terminal there. The
'Desktop' folder is meaningless in that case so opening it in a terminal
is also meaningless.
I will update all the tasks with the correct status at the top of this
page now...

Bug description:
right click on desktop displays a small window with just 'change background'
'display settings' and 'settings' but 'open in terminal' is missing. see
attachment.
many other options appear only if I enable
gnome-shell-extension-desktop-icons-ng
Problem happens in both sessions Wayland and Xorg.
