* debian/rules: forcefully enable tests (they are disabled by default on

Bug description:
dpkg defaults to nocheck on riscv64 (see bug #1891686), and as a
consequence libsndfile fails to build from source, because
libsndfile1-dev wants to install test binaries that weren't built:
dh: command-omitted: The call to "dh_auto_test -a" was omitted due to
"DEB_BUILD_OPTIONS=nocheck"
dh_install: warning: Cannot find (any matches for) "tests/.libs/*" (tried in
., debian/tmp)
dh_install: error: missing files, aborting
