Title:
steam installs generic Desktop icons for games that require an
  explicit 'Allow Launching'

Status in gnome-shell-extension-desktop-icons package in Ubuntu:
  Expired

Bug description:
The 1.0.0.61-2ubuntu3 steam package installs a steam which creates
generic icons on the Desktop for games. These Desktop game icons open
in gedit rather than launching when double clicked. One has to
explicitly right-click on the icon and select 'Allow Launching' for
the Desktop icons that steam creates upon game installation to become
  usable for launching.
