This was solved by running this command, recommended by frantou over at
the old AskFedora forum.
gsettings set org.gnome.desktop.lockdown disable-lock-screen false
I never messed with these settings, but this fix did work.

Bug description:
In both Ubuntu 20.04 and Ubuntu 20.10, my laptop has not been locking.
When Super+L is pressed, nothing happens. Also, when the laptop lid is
closed and reopened later, it is unlocked. This issue is present in
both X and Wayland GNOME sessions. In the GNOME settings panel, both
automatic screen lock and lock screen on suspend are enabled.
What I expected to happen: The device to be locked upon waking from suspend
or upon Super+L.
What happened: The device did not lock under both of these conditions.
