Just a few questions to help identify the environment where the issue
occurs:

1. Are you testing this on phyical hardware or in a VM? I ask because I have 
x11 on my 21.04 host and testing in a 21.04 vm with wayland and I do not see 
the problem.
2. Is this a fresh install?
3. You say the icon is the grey gear icon "before they change into their native 
icons on wayland". So does this mean that they do eventually change from the 
gear icon to the expected LO icon? When does this icon change occur?
