screenshot doesn't show an orange bar for output?). Anyway, it might be
specific to the devices selected, it would probably made sense if you or
someone seeing the issue was reporting it directly upstream on

Title:
  Sound "Output" level shows input level

Status in gnome-control-center package in Ubuntu:
  New

Bug description:
  In sound setting in the "Output" section there is a dashed line that I
  suppose should be the current output level. Instead, it shows input
  level, just like the line in the "Input" section.

  Clap your hands next to the microphone, and you will see both lines
  moving.
