[Verification and regression analysis is all handled via the main SRU
bug of LP: #1913353 (for groovy) and LP: #1906684 (for focal)]
The user can't create a new Base file with the wizard if the
libreoffice-sdbc-hsqldb package isn't installed. The package
libreoffice-base-drivers has only a "suggests" dependency to
libreoffice-sdbc-hsqldb. It should have a "depends" dependency.
