Seems Gnome issue instead, for reproducing on amdgpu try switching
single-> dual-> single display mode and you'll witness. dont have Nvidia
card so couldn't try it.

  I use Gnome 3.36.8 and when i try to switch between the multiple
  monitor layout, i had to call multiple monitor mode atleast twice or
  thrice to get dual mode.
