Bug description:
Can't turn on the bluetooth on 21.04. Using bluetoothctl these are the
returns:

bluetoothctl

[bluetooth]# connect 60:14:B3:AC:14:C8
Device 60:14:B3:AC:14:C8 not available
[bluetooth]# scan on

[bluetooth]# scan on
