A bug in libical causes incorrect parsing of certain time zones, leading
to incorrectly created calendar events. I confirmed by building libical
from source that upgrading to the 3.0.10 release fixes this problem, as
described in detail here: https://gitlab.gnome.org/GNOME/evolution-data-
server/-/issues/344
