I wonder if this is related to bug 1923335. That also has an issue with
the screen flashing back on when it should be off.

Bug description:
[Summary]
1.when clicking the the "Suspend" from the "shutdown" menu,The screen will
refresh and then sleep
2.when resuming ,the desktop in buffer will appear first, and then the lock
screen will appear
[Reproduce]
On Intel + Nvidia platform, do suspend and resume.
[Expected result]
1. It should show the screen without splash.
[Actual result]
1. the screen display abnormal after suspend or before resume.
