block shutdown if a logout inhibitor is active.
Previously a suspend inhibitor would prevent both sleep & logout.

This works around bugs in cinnamon-session and mate-session-manager,
which do not yet have an equivalent of gnome-session's variable_blacklist
and so will upload login-session-specific variables like XDG_SESSION_ID
into `dbus-daemon --session` and, indirectly, `systemd --user`.

Wayland Session can't be run on supported NVIDIA setups

Bug description:
When running in NVIDIA setups with drivers major than 470 and
modesetting enabled, it should be possible to (optionally) run an
ubuntu Wayland session.
However this is currently not possible because ubuntu-wayland.desktop
session is missing.
