let's be realistic while it would be nice to fix we don't have the
resources to commit to it, we could still help uploading if someone want
to work on cherry picking a fix though

Bug description:
[Description]
This happens on Ubuntu 20.04 LTS. Show Applications icon does not bring up
application list, if show-favorites is set to false for Ubuntu-dock. Same
problem happens if user manually removes all favorite icons from dock.
[Impact]
* When users don't want to see favorite app icons on dock, but only
see opened apps, they use gsettings to hide favorites, Show
Applications icon will not work correctly.
* Issue seems to be fixed in latest Ubuntu release already, and since
Ubuntu 20.04 is an LTS release, it's worth investigating if fix can be
applied.
* Users can have more freedom to customize their Ubuntu desktop to
meet their needs.
