We don't need to track gnome-shell for this. I already know that at
least in more recent versions of gnome-shell it unloads extensions when
the screen is locked. When that change happened doesn't matter -- it's
either Fix Released or not relevant here. The "not relevant" case would
be if gnome-shell-extension-appindicator was failing to shutdown/unload
when instructed.

This means either:

 (a) This bug is still open in gnome-shell-extension-appindicator only;
or

 (b) This bug was already fixed in newer versions of gnome-shell.

Bug description:
  ubuntu 20.04.3 lts latest updates

  When screen is locked the top bar with apps (on the right) shows. Apps
  also respond to mouse clicks.

  Perhaps related: battery status does not show anymore.
