Public bug reported:

Install of chromium from the Ubuntu software store fails with "Unable to
perform the following tasks:" but nothing detailing what those failed
tasks might be. Trying to install from the command line with "sudo snap
install chromium" also fails, thus:

error: cannot perform the following tasks:
- Run configure hook of "chromium" snap if present (run hook "configure": 
<exceeded maximum runtime of 5m0s>)

After briefly appearing in the /snap directory, the /snap/chromium
directory disappears when the installation fails.
