gweather is not installed because it's not a package that exists(?)
And gnome-shell cannot run without components provided by
gir1.2-gweather-3.0 so that is correct.
There does not appear to be any bug here.

Bug description:
On a minimal installation where gweather is not installed, gnome-shell
requires gir1.2-gweather-3.0. This required dependency pulls in
libgweather-3-16 which then requires libgweather-common.
