  cups-filters should not recommend lynx since it's in universe

Status in cups-filters package in Ubuntu:
  Fix Released

Bug description:
  cups-filters 1.28.11-1 now recommends lynx for a braille convert to
  HTML feature.

  lynx is in universe and it's not allowed for packages in main to
  recommend packages in universe.

  Suggestions
  -----------
  1. We could just lower it to a Suggests since this might not be a feature we 
need to enable by default. (You can look at the file-roller for an example of 
how to tweak dependencies for Ubuntu but still keep the packaging in sync with 
Debian)

  2. If it is acceptable to install w3m by default, maybe this feature
  could be updated to use w3m instead. This may be worth doing even if
  we lower the dependency to a Suggests. I suggest reaching out to the
  Debian Accessibility Team member Samuel Thibault since it looks like
  this is his code.
