I'd say it's invalid, as:
* it refers to the Gnome Control Center (pre-GNOME 3) applications Messaging 
and Voip accounts applet, which was a shortcut to the dialog accessible from 
empathy with F4 or Edit->Accounts (which is still entitled Messaging and Voip 
accounts )
* pre-GNOME3 we also had a System menu in the panel, with Preferences submenu, 
which had shortcuts to all the control center applets, and also Messaging and 
Voip accounts, see above
* in System Settings (since GNOME3) the number of applets has been reduced, and 
the panel discussed here is not accessible anymore, only from empathy. 

So the only place where the user can see the confusing "Messaging and
Voip accounts" text is the title of the dialog opened from
empathy->edit->accounts, but I think the title describes what the dialog
is about and is ok.

  Or  >> Chat and VoIP account
  Having  “IM” or “chat” tell a user that it instant messaging client 
preference only, also make it close the application name under application > 
internet
  Having “messaging and VoIP accounts” doesn’t explain that only does instant 
messaging, currently messaging could mean email / sms etc which empathy doesn’t 
do
