  tracker-miner-fs-3 massive CPU usage and system slowdown

Bug description:
  1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> 
About Ubuntu
  - 21.10

  2) The version of the package you are using, via 'apt-cache policy
  pkgname' or by checking in Software Center

  tracker-miner-fs:
    Installed: 3.1.3-1
    Candidate: 3.1.3-1
    Version table:
   *** 3.1.3-1 500
          500 http://au.archive.ubuntu.com/ubuntu impish/main amd64 Packages
          100 /var/lib/dpkg/status

  3) What you expected to happen
  - Ubuntu indexes the files in the background at a very low priority.

  4) What happened instead
  - Ubuntu grinds to a halt and the CPU usage is off the chart right after I 
boot up when search indexing is enabled. When checking the "System Monitor" it 
is always "tracker-miner-fs-3" consuming all of the resources.

  I have been having problems with tracker-miner since 20.04 LTS and so
  I upgraded to 21.10 and I'm still having problems with search indexing
  bringing my system to its knees and making Ubuntu clunky and unusable.

  I have attached a photo of my system specifications.

  I'm using the same system.

  The only fix I have found is to completely disable search indexing:

  Settings > Search > Turn Off Search Indexing.

  After doing this, my system is running perfectly again with low CPU
  usage!
