windows maximized after fullscreen

Bug description:
1. Open any application that has fullscreen functionality
2. Resize the window to your preferred size
3. Fullscreen the application (e.g. watch a youtube video in fullscreen)
4. exit fullscreen
5. see that the window is now maximized
