Title:
  Ubuntu 22.04 (dev-branch) shutdown/reboot hangs

Status in Ubuntu:

Bug description:
  I have a desktop with MSI-Z690 motherboard and installed Dual boot
  Windows 11 on SSD and Ubuntu 22.04 dev-branch on HDD (upgraded from
  20.04 LTS and this issue exists on 20.04 also)

  I choose Ubuntu at the first priority boot and Windows 11 is in Ubuntu
  bootloader.

  The Windows works fine. But when I power-off Ubuntu, it hangs, and I
  have to hold the power button for about 5 seconds to shut it down.

  I set grub to `GRUB_CMDLINE_LINUX_DEFAULT=""` and the last line of log
  is `reached target system power off` and it will stuck seems forever(I
  have once waited for 120 mins)

  By the way, I have another laptop and have a dual-boot on same SSD,
  everything works fine. So I am not sure if it is a HDD-related issue.

  How to set my Ubuntu to the really normal behavior?
