To reproduce the issue:

1. Open the Chrome browser
2. Go to https://ubuntuforums.org (this is just an example)
3. Scroll to the bottom of the page and click on the "Quick Style Chooser" menu 
(shows Ubuntu vB4.x by default)
4. On your keyboard, press the key combination: Ctrl-Shift-PrtScr

This should change the cursor to a cross so that you can select the
screen region to capture, but it doesn't work.

Instead it does something to the mouse to that clicks only work in
current application and the Ubuntu menu bar and app dock don't take
mouse clicks (they show a cross for the cursor).

Putting the computer to sleep does not help. Using Ctrl-Shift-PrtScr
again does not help.
