No, of course not. But it's an additional friction for every user of the system, if we expose it as an option. We have had a perfectly good (and very insightful) suggestion to use permissions to cover this. There are some implementation issues with that, but I'm more happy to cover the cost of the harder implementation than to ask every single Ubuntu user to have to parse another option.
