  gnome-initial-setup: cannot build on RISC-V

Status in gnome-initial-setup package in Ubuntu:
  Fix Released

Bug description:
  version: 40.2-1ubuntu1
  platform: RISC-V

  gnome-initial-setup cannot be built on RISC-V due to a dependency on
  libsysmetrics-dev.

  libsysmetrics-dev is built from source package ubuntu-report. Building
  of ubuntu-report fails because the Go language does not support
  -buildmode=c-shared on RISC-V yet.

  The dependency is due to our patch 0001-Add-Ubuntu-mode-with-special-
  pages.patch.

  The report implemented in gis-ubuntu-report-page.c is used to send
  system info to Canonical.

  Feasible solutions would be

  * remove the report completely
  * disable it for RISC-V
