Thanks for the bug report. That is correct behaviour because disabling extensions gives you the default GNOME behaviour which is to show the overview on login. This can only be disabled by adding extensions (like ubuntu-dock) which disable it.

On every login after that, the Activities window appears for just a few seconds. After those few seconds the Activities window automatically closes, which exposes the desktop.
