improve the sound -> over-amplification row

Bug description:
Issue:
- The Over-Amplification setting present under Sound-panel in
ubuntu-22.04 is a bit outdated because all the other settings-options
in the sound-panel make use of round-listboxes in GNOME-41.
- I also noticed Over-Amplification's description GtkLabel is not
aligned.
Proposal:
- make use of GtkListbox, HdyPreferencesRow and HdyActionRow for
Over-Amplification.
