Public bug reported: I've found this problem on Xubuntu 22.04, fresh update.
When I click on the network icon in the taskbar, I expect to get the menu of available wifi networks, etc. This happens, but the menu blinks so much that it's impossible to use it. I'm attaching a small screencast to show the problem. When XFCE starts, I get a few seconds of "peace" before this starts.
