## Steps to reproduce

1. Install gnome-tweaks and download a custom icon theme, for example: 
[la-capitaine-icon-theme](https://github.com/keeferrourke/la-capitaine-icon-theme)
2. Move this icon theme to ~/.icons
3. Open gnome-tweaks and in Appearance -> Icons, select this icon theme
4. Open gnome-control-center and go to Appearance tab. *No need to do anything 
further, just click on Appearance tab*

## Additional ways known to reproduce

1. Open desktop (either by minimizing/closing all open windows or some other 
way such as opening a new workspace)
2. Right click and in the context menu, select "Change Background"

## What I expected to happen

Nothing! Since, I just clicked on the Appearance tab and did not change
any settings, nothing should happen. The custom icon theme (that I was
using) should remain, unless I explicitly change settings under
Appearance tab.

## What happened instead

The default Yaru-XX icons are set. The custom icons do not remain.
