I seem to have a similar (same?) issue: my lock screen hotkey
(<Ctrl>+<Alt>+L) does not lock the screen. Clicking in upper right
corner of the screen and then clicking "Lock" works.

Started happening immediately after an upgrade from 18.04 to 20.04.

  Win-L as shortcut to lock the screen does not work

Status in gnome-control-center package in Ubuntu:
  Invalid

Bug description:
  I tried to map win-l to lock the screen by using the gnome shortcuts
  dialog. Surprisingly it does not work. I mapped the win key to Mod4,
  and it works for example to open a terminal with win-t, but not to
  lock the screen
