We currently disable apport on stable releases for various reasons:

However, casper re-enables it on the live system, mainly to be able to
report installer crashes. However, we should only limit that to
installer failures, since reporting general desktop-ish crashes is
moot. Packages are almost guaranteed to be out of date, which causes
confusion and frustration.
