Title:
Opening a tab causes the scrollbar to grow a border

Status in Epiphany Browser:

Status in “epiphany-browser” package in Ubuntu:
  Triaged

Bug description:
Hi, I've found that when I have any tabs open, Epiphany's scrollbar grows a
border and I cannot throw my mouse to the right edge of the screen to grab
it.
However, if there are no tabs, this border is gone.
