Public bug reported:

Normally, tapping Alt + ` (or your favorite shortcut for "switch windows
of an application") switches to the most recent window of the same
application. However, when any Nautilus window has been opened using the
dock context menu, Alt + ` instead switches to the most recent Nautilus
window regardless of what application is currently in focus.

Steps to reproduce:
1) Open two terminal windows.
2) Open a Nautilus window.
3) Open a second Nautilus window using the dock context menu.
4) Switch to one of the terminal windows.
5) Tap Alt + `

Expected behaviour: Switch to the other terminal window.
Observed behaviour: Switch to the first Nautilus window.

This persists even if the second Nautilus window has been closed.
Closing Nautilus entirely makes Alt + ` work as expected again. Note
also that opening windows from the dock context menu has up until
recently caused Nautilus to crash (Bug #1934579).
