Chromium codecs packages should use Enhances

Bug description:
In 29.0.1547.65-0ubuntu2, you removed the dependency from the codecs
to chromium-browser. Instead, you should use Enhances: chromium-
browser so that users can find one from the other in package managers
that support Enhances (which should be almost all of them).
