While comment 1 is technically correct, it is a bunch of work when
hopefully exempi will be fixed relatively soon.
The affected packages are all desktop packages and we don't support
desktop on s390x, so the simpler solution is to continue ignoring build
test failures like was done with previous Ubuntu releases (without
complaint).
