Activites view only will highlight first icon

Bug description:
On a couple of different Jammy VMs, I've seen the system get into the
state where only the first searched app is highlighted. Any arrow key
strokes move to the panel and do not move back to the list of searched
applications. (see video)
1. Press super key to expand the Activities view
2. Start typing something, "software" for example, and see the searched apps
narrow
3. The first highlighted app is not what I want. Instead I press the right
arrow key to navigate to the second one.
4. As soon as I press the right arrow key, the only running app (terminal) is
highlighted in the view. Any left arrow key strokes do not go back to
highlighting the first app appearing in the search.
Note that mouse clicks do not work to start the app I want either. I
need to Esc or Super to exit the Activities view, relaunch, and make
sure my search terms are exact to ensure the first highlighted app is
the one I want. Then when I press Enter, the app starts.
