Bug description:
Steps to reproduce:
1. Have default Ubuntu 20.04 LTS installed
2. Configure two keyboard layouts - English and Russian
3. Configure <LeftAlt>+<LeftShift> as keyboard layout switcher in GNOME Tweaks
4. Press and hold <RightShift>, then do multiple click on <LeftShift>
Expected results:
* nothing, keyboard layout does not change
Actual results:
* keyboard layout changes as when <LeftAlt>+<LeftShift> was clicked
