Bug description:
[ Impact ]
When keyboard layout is set in a secondary layout (i.e. Persian)
pressing Super does not open Activities overview. It just works when
the input is set on English.
[ Test case ]
- Enable a secondary keyboard layout
- Switch to this layout
- Hit super
- Overview should open

Modifiers may no work well in shell context
